Professional & Academic Experience

Ernest C. Massie retired from Ohio Department of Taxation in 2023 after 27 years of service. He spent his first nine years as a Tax Analyst, where his major areas of study included sales and use taxes, estate tax, public utilities, and general tax reform. From July 2005 through August 2013, he was the Assistant Administrator of the Revenue Accounting Division, managing the distributions to local governments, the correct accounting of state tax revenue, and various special projects. Starting in August 2013, he became the Administrator of the Tax Analysis Division of the Ohio Department of Taxation, leading research in numerous tax policy and economic development issues as well as heading the department’s role in legislation, the state’s budget for tax policy purposes and the various statistical publications including its annual report. He became a member of the Board of Directors for Gahanna Residents In Need, which is the food pantry in Gahanna, Ohio, in 2023. He leads the Governance Committee and is a member of their Finance Committee. In addition, he was an adjunct faculty member at Franklin University from 2001-2015.

He received his BA (’94) and MA (’96) in Economics from The University of Akron. He is also a veteran of the US Navy and of the Persian Gulf War and an active Life Member of both the Veterans of Foreign Wars (past Post Commander, Honor Guard member, Past District Commander, and currently a District officer), American Legion (past 2nd Vice Commander American Legion Post 797) and a member of the veteran’s organization Les Quarante Hommes et Huite Chevaux (Voiture Locale 15). He is also a member of the American Association of Budget & Policy Analysts.
